Is a dermatologist the best type of doctor to see for skin/swelling and pain around the urethra on my penis? ive seen a urologist who didnt really offer much advice and two dermatologists but none have been able to diagnose my problem yet?

It would be helpful to know what those doctors ruled out when it comes to your condition. I would advise seeing a family doctor on the ground who can hear your story, evaluate the workups performed by the specialists, and coming up with a plan for empiric treatment or referral to another specialist that may offer some insight into the situation.
