Hello. my girlfriend is on her third day delay of her period. we never had sex but handjobs happened. i never had semen in my hand while giving her a hadjob, no fingering, but mightve had a slight amount pre-ejaculation fluid. can she be pregnant?

Normal women can occasionally skip a period or 2 in a row. If the delay is due to pregnancy a simple urine pregnancy test would be positive. Some docs will give meds to bring on a period if the delay is too long (and pregnancy test is negative).

Menstrual irregularities are not uncommon and anovulatory cycle is a common cause. If you miss more than two periods it would be time to see your doctor.
