"A little blood" after constipated bowel movements is not unusual, and may represent hemorrhoids or even an anal tear. Your mother should see a GI physician and schedule a thorough exam, with a colonoscopy to rule out other causes.

Agree with Dr. Berryman about the need to see a doctor. For constipation - Fiber foods: You may take a fiber laxative like Metamucil and drink enough water daily so that your urine is colorless. For the long term you may try to increase your intake of fiber foods.
