Normal Safe and will not effect you ability to procreate. I have never heard of an upper limit but would discuss with Drs who know more about men like you in your part of India.

At your age this is normal if done in moderation. For you 3- 5 times a week should keep you satisfied. Always wash up with antiseptic soap and you should have no problems in future.
