For complete evaluation I recommend consulting both an oral surgeon and a specialist in infectious disease. I think your description matches a condition called oral hairy leukoplakia which is triggered by EBV or HIV(although your hiv testing is encouraging) Let the specialists give you the best advice. You may not need any specific treatment, only symptomatic treatment.
