I have a discomfort inside my penis i've been on different antibiotics. nothing makes it go away 100% i did a at home uti test it shows positive leukocyte and negative nitrite can this be a std or sti? it's been going on for months feels like a itch?

I presume you had a urinalysis and urine culture when you were treated. If you have no discharge or history of exposure there is a good chance you don't have STD. I would suggest plenty of fluids and if you dot improve in a few days pl. see a urologist.
