My testosterone level is 2.4 ng/ml (elisa method).blood was taken at 7pm.is it the cause of my low sperm count(20ml, 5% motile).

Am lab: Get an 8 am lab draw. You want to know your peak level, not a 7 pm level. Testosterone level drops at night in all men so this level will not be helpful.

You should also check the LH and FSH levels. If elevated, they imply a problem with the testicles. If low it implies a problem with the pituitary or hypothalamus. Also make sure the testosterone is done in a reliable lab. Most labs that do not specialize in hormone testing, produce unreliable results.
