Urethritis,meatitis: Just inside of tip of penis is a small cavity, it must be irritated due to various causes such as infection such as std, urine infection. Dipping the penis in warm water few times a day soothes it.If individual doesn't have an md, to seek help at city/county health dept for diagnosis/treatment most of the times free of charge.
