Morning after pill: There are potential side effects with emergency conctraceptives. They are NOT meant to be used often. Regular oral contraception is more effective than emergency contraception. If you need to use morning after pills frequently, you must not be engaging in safe sex.

Depends : It depends on what you mean by "Safe." Will the frequent use of Plan B hurt you? NO... BUT if you are needing plan b more than once you need to be on regular birth control which is more effective. Furthermore, neither plan B nor regular oral contraceptives protect against diseases, only condoms do that. What are the barriers to you using regular birth control with condoms?
