I have raised patches of dry skin that first appeared on the right side neck, then a little on left, then a patch on inside of right elbow that went away by itself, then one between my breasts and every so often i see small bumps on legs, no itch?

Such might be eczema: Rashes are hard to visualize, so an exam is needed, either in-person or on video. If it is mild eczema, many people use hydrocortisone cream twice a day for 5-10 days as it is inexpensive, found at most stores, and works well. A daily moisturizing cream (Cetaphil, CeraVe, Eucerin, etc...) used 2-4 times a day helps resolve eczema and to prevent return of dry patches. A doctor can help.
