Im not sexually active but the inside of my vagina ( labia minora) is very itchy, i dont have the urge to pee a lot, there is no pain and it doesnt burn when i pee! it only burns when i wipe. also white discharge with no smell, is this a uti ?

Probably yeast: Typical symptoms of vaginal yeast. Almost all women get this from time to time. Best to see a doctor to confirm diagnosis and treatment advice. OTOH, your symptoms are so typical that you could try over-the-counter treatment. Look for active ingredient ending in "azole" (miconazole, clotrimazole, etc). All equally good; choose the cheapest. See doctor if it doesn't work after a few days.

I agree with the previous answer , however , persistent itching can be related to the presence of dysplastic cells. Therefore thaw area should be inspected by a professional with expertise in vulvar and vaginal colposcopies

Both are very valuable contributions, I will also like to advise that personal hygiene to include use of garments and undergarments that allow for air circulation will help, another factor that causes intense vaginal itching with no sign of infection is lichen sclerosus, planus and chronicus simplex. I do agree that a consult with GYN is needed. Take care
