Depends on age: The foreskin normally covers the end of the penis in every normal newborn boy. Foreskin gradually loosens between ages 5 and 16 years, and there is no rush to do that. After loosening, the foreskin can slide back and forth. When loose enough, it slides behind the glans during erections. The foreskin protects the glans of the penis from getting dried out, desensitized, injured, etc...
