Bug bite: The penile tissue is very predisposed to swelling. Most of these turn out to be one or more bug bites with a transient reaction. They itch & sometimes are uncomfortable. If there is no draining sore or other suspicious change you can likely monitor this at home. They usually self heal in a day or two.
