Definitely not: Itching would be more consistent with a mild fungal type infection -particularly as that area can be moist. Herpes has painful red blisters -key symptom there is PAIN! You might want to try drying out a bit better. When babies get this problem -we recommend to go 'diaper free' -not sure if you can try that, but you may find it helps to increase dryness! see a doctor if no improvement with this.
