Edict ones possible: May be simply delayed puberty. But the time to Check is now. See an endocrinologist. Could be a Pituitary problem. Most likely correctable just don't wait .

This is very serious: Testosterone levels are only one part of the picture. I suspect you have a prolactinoma in the pituitary gland, but other possibilities include a mutation affecting androgen receptors, XXY, hemochromatosis, and a few dozen others. I'm a lab specialist and the labs are the least reliable part of most workups. I hope you find the cause. Best wishes.
