Well, the cause of: an erect penis is increased blood pressure localized to that organ! And, because blood is warm, that warmth of more blood flow is transmitted to the skin. It would be unusual to have high blood pressure issues in a young man your age. Go ahead and have your blood pressure checked. But erectile dysfunction likely caused by other factors, possibly psychologic.
