Urethritis: It is possible that you are masturbating rather roughly, which can pull on the meatus and cause stretching and irritation. If you are using lotion to masturbate, it may have alcohol or other irritants which get inside the urethra. Try a hypoallergenic lubricant instead. The bump may be caused by scarring from repetitive trauma. See a urologist if it persists.
