Yes see a urologist: Penis should stick out in front with an erection. Causes of penis not sticking out are : erectile dysfunction due to nerve damage, anatomic or hormonal issues severe chordee (congenital problem with penis bent downward), or severe obesity. Certainly worth consulting a urologist.
