See her doctor: The best thing to identify this properly would be a picture or examination by her doctor. Can you specify the exact location, is it the arms or legs? How long has she had the spots? Sounds like it may be keratosis pillars but there are many other possibilities such as allergic reaction, folliculitis. It is best to see a medical provider for the proper diagnosis and indicated treatment.

Molluscum? : Of course, it is hard to say what a skin condition is without an exact description or a picture. That said, your description does sound like a viral skin condition called molluscum contageosum. It's contagious, but typically only children are affected, as most adults have been exposed and are immune. There's nothing to do except prevent scratching and wait (8-12mo!). Google image for comparison!
