Yes you should be OK: The impoortant parts of this exposure were condom protected. Oral contact with intact skin -- scrotum or anywhere else -- carries little or no STD or HIV risk. Oral to anal STD/HIV transmission also is uncommon. (The greatest infection risk here was for your partner, if you happen to be carrying an intestinal infection.) No worries and no need for testing if no symptoms in the next few days.
