What can cause skin on arms/ legs/ back/ butt to feel sunburned but isn't? also have back pain from mid to lower back.

Vasodilation: One cause would be dilatation of skin capillaries by certain medications or vitamin(like niacin) or alcohol. Another less common cause would be release of hormones or substances like histamine or serotonin by the body. Carcinoid tumors would be one example. Overactive thyroid is another possibility. See an endocrinologist if you have further concern.
