Yes: Even without ejaculation there can be leakage of some sperm and sperm are excellent swimmers so there is still some risk of pregnancy from naked genital rubbing. Be safe and start a reliable method of contraception if you don't want a baby. I had a patient who conceived 3 times "playing nearsy".
