I have seen a gyn but she thought this was genital herpes, which it wasn't. this is the second time it has came back & i really need an accurate answer of what this is?

At 16 you need: consent from your parents to examine , by your own d description it is recurring , if it appear in same area with tiny blister like appearance , most likely is herpes virus infection , you want to be sure during eruptions get a second opinion and get treated
