Can be, usually not: HSV1 primarily causes oral herpes, almost always acquired nonsexually, often in childhood. Most are asymptomatic, with no actual outbreaks of cold sores etc. However, oral sex by someone with oral HSV1 can transmit it to a partner's genitals. In that context, it's an STD. But the large majority of infections are not sexually acquired.
