Why do doctors say someone is "clear" of hpv when the person ceases to show outward signs of the disease? hpv is for "life" and cannot be eliminated.

Primary vs secondary: People will often clear the primary stage of HPV within two years if they have a normal immune system. As you say, it then can hibernate in your body for life produce problems later. Your issue is with a difference in how you use terminology. Clearing the first stage is just that, it does not mean eliminating the germ.
