Mole Biopsy: The biopsy site needs to heal like any other injury. Remember that some tiny nerves were probably injured as well. What were the results of the biopsy? If it was just a mole, the skin should heal, with help from a topical creme such as cortisone. It is possible that the new skin is sensitive and will, in time, return to normal soon. If the irritation doesn't resolve in a week or so, call your md.

Depends on closure: There are multiple methods for surgical closure of a biopsy site. Simple closure with external sutures and more complex closure with internal/external sutures. The internal sutures should dissolve in time, usually 12 weeks. I expect that you should have some irritation for up to 12 weeks. Should improve with time. Speak with your surgeon. Monitor the site for signs of suture spit or infection.
