Penile Bumps: It is hard to answer without examination, but if you have no symptoms you may have pearly penile papules, which are benign bumps and do not cause any problems and are quite common. Please have yourself evaluated.

Balanitis: That sounds like balanitis which is often from yeast. If you're uncircumcised you're at increased risk for this. However the only way to get an accurate diagnosis is for you to be examined by a health care provider.
