Essentially no: Surgery to divide the suspensory ligament can make penis hang lower & thus appear longer, but length is unchanged & support is lost. Diameter of penile shaft can be increased by by implanting silicone under the skin, but cosmetic result isn't always acceptable & skin sensitivity can be reduced or lost. Don't believe any fake claims about any method of enlarging the penis.
