Get it checked: This is probably an infection and may need oral antibiotics to treat as well as topical. You didn't mention if it was pierced, but if so, removal might be necessary for it to heal.

There may be an abscess or fistula formation from the prior piercing, where the infection may never fully heal. There may need to be an examination for a small opening that could be harboring a chronic infection, and this might have to be surgically unroofed to cure the condition if found.
