NGU is STD, UTI isn't: Urinary tract infection (UTI) and nongonococcal urethritis (NGU) are separate problems. But some doctors don't know the difference and diagnose UTI in men with NGU. UTIs are rare in men under age 35. Most NGU has negative STD tests, but it's still an STD. You're female, per your profile. Are you concerned for yourself or a male partner? I can help better with more info.
