Very : Very difficult to answer without a clinical examination so i would see a dermatologist. Perhaps they are seborrheic keratoses, warts, molluscum, folliculitis (bacterial spread from shaving), or other possibilities. See a picture of these conditions at the link below. I hope that helps.

Agree with Dr. S: Ingrown hair is a likely explanation. After consulting a dermatologist, if you must remove hair, consider laser treatment for permanent solution.
