Not quite acne: I would consider eruptive vellus hair cysts. These cysts occur in the location described, and are of cosmetic consequence primarily. Intervention is best considered to be surgical rather than medical (creams, pills). Evaluation by a local dermatologist, who may biopsy for eruptive vellus hair cysts, would be important.
