Excessive hair: Hirsutism can be caused by excessive androgen release from glands like the adrenal or ovary. In poly cystic ovary syndrome these androgens can be bound up by estrogen and not stimulate the hair follicle.

Often: It depends on the underlying cause of the excessive hair growth. If its due to too much male hormone being released from the ovaries or adrenal glands, then the pill will often help. If it's "genetic", as in some cultures, then it may or may not help.
