Yes: This is a diagnosis seen on the head (glans) of the penis, typically young boys. Antihistamine does not reduce the itch and does nothing for this. Hydrocortisone cream is fine if it helps, but probably won't. Best remedy is clobetasol ointment. If it helps, you may need it for a long time. Circumcision is not relevant.
