Pigmented areas: The most likely explanation is just skin pigmentation, but to be certain, you should see your healthcare provider. The outer lips of the vagina can have pigmented areas just like other areas of skin. Small "blood blisters" can also have the appearance of dark dots, due to pinching of clothing or sexual relations.

Vaginal dots: These can be hyper pigmentation spots, common in women of color, or they may be the ends of small blood vessels, called capillaries. To be sure, I would make an appointment with your primary care provider to see what they are. Most likely they are not anything to worry about.
