No: It is a contraceptive technique that must be done correctly. And it's difficult to perform correctly. Planned Parenthood reports that if it ALWAYS is done correctly 4 out of 100 women will get pregnant each year. If it is not done correctly 27 out of 100 women will get pregnant in a year. And peeing before hand is useless It also doesn't protect you from STDs. In my mind...not a great option.

Not really: the lubrication fluid from the penis also has many sperm in it so actually if there is penetration without protection ejaculation is not always necessary to result in pregnancy.
