Maybe: It's common for the remnant of foreskin at the edge of the glans to stick to the edge. Pulling this back gently every day after urinating can help loosen it, but it that isn't working, then a non-prescription steroid cream applied daily to the area can loosen it over several weeks. If that isn't working, talk to your doctor.
