Need exam: It could be just an infection of the hair follicle especially if you shave ( although those are usually painful ). Only way to know for sure is to be examined.

Likely not std: usually a small pustule or a sebaceous cyst or clogged sweat gland can gently scrub with a gauze pad until unroofed and drains can take hot baths to relieve can use neosporin on it usually self limited if gets bigger or painful see your doc to treat it easily
