Itchy breasts: Most likely cause is dry, flaking skin. It could be allergy related, such as a sensitivity to detergent or the material the bra is made of. Try moisturizers after shower (keep water warm not hot), change type of bra and /or detergent.

Possibly allergic: It sounds a bit like your itchy breasts may be from eczema- the flakes in your bra represent dead skin that has flaked off. Maybe try a new laundry detergent. I would also check to make sure there is no rash or discharge around the nipples. Rarely, Paget;s disease or a tumor of the ducts of the breast may appear like a rash around the nipples. To be on the safe side, see a doctor about this.
