Many possibilities: Penile masses can vary in etiology from cysts, fibrous plaques, malignancies, superficial thrombophlebitis, and more. No it is not abnormal. It is the dorsal vein of the penis and is more prominent in some than in others. Nothing to be done. you will be fine.
