Pre-cum is Semen: All pre-cum is semen from the prostate gland. There is only one source for 'lubrication' and it all has fresh sperm in it.

Great question: Most studies have showed low levels of sperm (and sometimes no sperm) in pre-ejaculate. One study showed that there are some individuals with a high sperm count in pre-ejaculate.
