Discuss With Doctor: You cannot retract your 16 mos old son's foreskin; also "red tip". Most foreskins are easily retractable by age 4 yrs. Occasionally, a tight foreskin can cause redness and swelling of the penile tip requiring release. Further discussion with your doctor is needed to address the reason for intervention.

Rule out infection: The time a boy should be able to retract his uncircumcised skin over the penis varies greatly in each case. While few can do it during infancy, with parental help, in majority of cases it may take longer, going all the way to adolescence. If the glans is red, it means inflammation, which may be due to phimosis, requiring treatment. Forcefully retraction of foreskin should be avoided.

Wash with antibiotic soap, ie CLN. Then apply gently but completely Polysporin ointment, not Neosporin, twice daily. Should help

Need to see: You should see doctor, however, i suspect you have a benign bump.
