Probably OK...but...: Such described substance is called smegma between clitoris and its hood - like the prepuce of penis. It's the accumulation of shed dead skin cells and keratin, and normal. So, just flush and wash gently without overdoing with much soap and no "brushing". If more doubt, see doctor timely. Best wish...

See doctor: Without being able to visualize this and test it if it seems abnormal there is no way to predict what it is. Have her have a doctor take a look.
