Neosporin/Herpes: Yes. Herpes will outbreaks fade on their own without treatment, but may always recur in the future. Neosporin likely had nothing to do with improving anything there. If the bumps return, see a dermatologist during your outbreak and they can perform a simple skin scraping and confirm if it is herpes or not. Then make recommendations on how to control outbreaks.
