Likely not...: Folliculitis is inflammation at the base of hairs / follicles. In general, there are no hair follicles in the bladder or urethra (pee tube), and hence folliculitis is not associated with pain on peeing. Inflammation of the bladder (cystitis) or urethra (urethritis) is more likely causes of pain with urination. These can be caused by infections and sometimes by things other than infections.
