Not likely: Mustard algae is a chlorine-resistant form of green algae (yellow-green to brown in color) typically found in sunbelt areas that contaminates swimming pools and aquariums. Mustard food allergy is a reaction to the proteins in the mustard seed. This is an up-and-coming food allergy that can be severe. However, it's still safe to swim in the icky pool if desired.
