Probably not: The eyes may be pink and teary due to allergens in the air. Wash the eyes with clear water or use artificial tears to rinse them. The rash on cheeks could be anything- virus, irritation, dry skin, all sorts of things. Apply a barrier such as vaseline or a & d ointment and observe. If it persists or worsens, check with your doctor.
