Usually: That is part of a yearly physical. I used to wonder the same thing, until i found a boy who was missing a testicle after having it there all the previous years. Other things can also show up, like hernias.

Yes: It is necessary to access for normal genital development and pubic hair etc. Also to make sure no testicular masses are present. Testicular cancer is more common in males aged 20–39 years. Thanks.
