Yes: Small red dots sound like petechiae. These occur with low platelet counts, and sometimes with processes that damage blood vessels. I do not like to hear about lethargic 2 year olds with fever and petechiae (possible meningococcemia, a life threatening infection) . Please go to er immediately.

If your child now feels better and has no fever and a good appetite, encourage fluids and rest. Monitor his temperature and breathing. Watch for increase respiratory effort and worsening cough. The illness was most likely a viral illness, but if the fever returns, please see your Pediatrician. The rash should be evaluated, and some causes such as chickenpox and measles ruled out.
