See PCP.: It could be an infected sebaceous gland. Have your pcp take a look and if needed get a biopsy. It doesn't sound like anything serious, but it would make you feel better to have it checked.

Sorry, can't answer: That with info at hand. There are a # of possible causes. The best way to get an accurate diagnosis would be dermatological evaluation.
